Memory Overhead with Powered on VMs
At times when you are doing resource pools within VMware we tend to forget about the overhead requirements when machines are powered on. So sometimes VMs won't power on because we have forgotten about the overhead memory that we need to assign to the resource pool as well.

These figures have been taken out from http://www.vmware.com/files/pdf/solutions/SQL_Server_on_VMware-Best_Practices_Guide.pdf
